Class Description

As part of Release 5 of PASSPort, new features were introduced in PASSPort that allows for the simultaneous encumbrance of both expense and capital funds within a single submission to FMS. Previously, mixed-funded encumbrances had to be processed separately for each funding source.

This training will provide a comprehensive overview of the Mixed-Funded Contract Submission (MFCS) and Encumbrance Change Contract (ECC) modules—new tools in PASSPort designed to simplify the registration and management of mixed-funded contracts. These modules allow agencies to directly submit all required documentation to the Comptroller’s Office from within PASSPort, streamlining the process and reducing administrative burden.

In the City of New York, contracts are typically funded through two primary streams: expense funding and capital funding. Capital funds, which are borrowed through the municipal bond market, require additional review and approval by the Comptroller’s Office before any encumbrance or modification can be finalized.

Due to the complexity of mixed-funded contracts and the strict sequence of steps involved, it is crucial for users to understand the process thoroughly.
