Class Description

Performance Matters is a citywide performance evaluation series delivered by the Mayor’s Office of Contract Services, Vendor Integrity Unit.

As government agencies continue to rely on contractors to deliver goods and services, it is critical for City agency staff who oversee contracts to ensure quality and ethical performance by using the City’s risk prevention toolbox. Performance Evaluations serve as a critical tool for effective risk management.

Agencies must ensure that City contracts are awarded to contractors who uphold the public trust and have no history of poor performance. It is their duty to provide accurate accounts of a contractor’s performance during the term of the contract and complete an evaluation at least once annually.

This webinar will explore the rules and requirements of NYC Procurement Policy Board Rules 2-08(b) and 4-01, discuss what it means to work with “responsible contractors”, outline the contracting agency’s obligations when working with a contractor exhibiting deficient performance, and, most importantly, help get your agency towards ongoing compliance.

Performance Evaluations are crucial not only for mitigating risk, fraud, and poor performance but also for providing data-driven insights that guide decision-making and foster knowledge sharing across all agencies using PASSPort.  

Topics will include:

  • Overview of Performance Evaluation regulatory requirements, City Chief Procurement Officer, Performance Evaluation Directive compliance obligations in contractor oversight.
  • Examining Evaluator responsibilities and timelines for completing and overseeing evaluations.
  • Understanding how incomplete or missing evaluations create oversight risks and audit exposure.
  • Best practices to consider when determining contractor responsibility on a city contract and how completing a performance evaluation will help.
  • Discovering when a contract may be exempt from the performance evaluation requirement and learning how to apply for exemption.
  • Guidance to get your agency back on track with PE completion and compliance. 

Target Audience: This course is targeted at agency staff who conduct performance evaluations. This course may be of interest to other agency program, accountability or legal staff involved in contractor oversight. This course is part of the Procurement Training Institute curriculum for all Mayoral and agency staff with procurement-related responsibilities in New York City. 

There is no cost to employees; the agency covers the cost of participation for their employees.
